THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO TECSYS, Inc. to provide maintenance and support services of the existing proprietary Elite Series Software.
The United States Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS) intends to issue a sole source order to TECSYS, Inc., 1 Place Alexis Nihon Suite 800, Montreal, QC H3Z 3B8 Canada for maintenance and support services for software that was acquired and implemented as Commercial-off-the-shelf (COTS) software in the past. Due to the proprietary nature of the software, the work can only be performed by the original vendor and will be a follow-on contract for maintenance for a one year contract.
This sole source procurement is under the authority of FAR 6.302-1 - only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code is 541519, Other Computer Related Services.
This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement, no later than 5:00p.m. MST, January 22, 2025, by email to bonnie.k.simpson@usda.gov. All information submitted should support the offeror's capability to provide the items required and shall be furnished at no cost or obligation to the Government.
