The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) intends to award a contract on a sole source basis to Advanced Rotorcraft Technology, Inc., upon the basis of the authority provided at FAR 13.106-1(b)(1).
ERDC-CRREL requires a five-year software maintenance agreement extension for their Viscous Vortex Particle Method (VVPM) software developed by Advanced Rotorcraft Technology (ART) to compute viscous and interactional effects for CRREL-s existing Rotorcraft Comprehensive Analysis System (RCAS) software.
The existing RCAS software was developed under the United States Army Small Business Innovation Research (SBIR) program by Advanced Rotorcraft Technology (ART) and is currently used by the U.S. Army and CRREL to support acquisition engineering of rotorcraft aeroelastic and trim calculations. ART-s VVPM software add-in is the only add-in validated to be compatible and fully interoperable with the CRREL-s existing RCAS used in on-going research projects.
Advanced Rotorcraft Technology, Inc. was identified as the only source capable of providing the Software Maintenance Agreement to support their software. There are no substitutes for this software offered by other vendors. The updated agreement allows access to the newest software updates that address bug fixes and provide new features needed to accomplish research. ART has verified no other distributors are licensed to distribute their VVPM software products.
