Notice of Intent to Sole Source

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES. The Defense Health Agency Contracting Activity (DHACA) Western Markets - Contracting Division (WM-CD) on behalf of Naval Medical Center San Diego (NMCSD), Bioskills Training Center, intends to award a firm fixed price contract on a sole source basis to University of California, San Diego, 9500 Gilman Dr, La Jolla, CA 92093-5004. The period of performance for the anticipated contract shall be a one year base period and four one year option periods. The anticipated award will be made under the statutory authority permitting other than Full and Open Competition, FAR 13.501 (a), Sole source acquisitions.

The objective of this sole source award is to provide NMCSD Bioskills Training Center (BTC) with fresh whole unembalmed cadavers for training and essential combat trauma skills sustainment practice for surgeons, residents, and independent practitioners as recommended by the Joint Trauma Service Committee on Tactical Combat Casualty Care. The requirement includes delivery, pickup, redelivery (if necessary), cremation and storage of the whole cadavers as well as serological testing for communicable diseases, performed by a Clinical Laboratory Improvement Amendments (CLIA) certified lab. Anatomical material provided by the vendor must test negative for Hepatitis (HBsAg), Hepatitis C (HCV) HIV (HIV 1&2), and COVID. The whole cadavers are required to be delivered within a one-hour period directly to the BTC walk-in refrigerator at the NMCSD and picked up within a one-hour period at the refrigerator.
