NOTICE OF INTENT TO A SOLE SOURCE

The Defense Logistics Agency Energy (DLA-E), Fort Belvoir, VA 22060 is issuing this Notice of Intent (NOI) to inform industry contractors of the Government-s intent to Award a Sole Source Firm Fixed Price (FFP w/ EPA) contract IAW Federal Acquisition Regulation (FAR) Subpart 6.302-1. The DLA-E intends to award a single source contract to Qatar Fuel (WOQOD).

The North American Industry Classification System (NAICS) for this requirement is 324110. The Product of Service Code for this requirement is 9130 & 9140. This will be a small business under the Small Business Administration (SBA) size standard for this sector.

Qatar Fuel (WOQOD) is the only authorized fuel retailer in the State of Qatar. The company is publicly listed on the Qatar Stock Exchange and is supplied by Qatar Energy. Qatar Energy is a state-owned petroleum company and is the only source for the required supplies. The State of Qatar does not allow any other entity to market, transport or distribute fuel, and it owns the petroleum company which supplies the fuel, therefore, Qatar Fuel (WOQOD) is a state-controlled company.
