NOTICE OF INTENT TO AWARD SOLE SOURCE
The Defense Nuclear facilities Safety Board (DNFSB), Office of Chief Counsel (OGC), intends to award a contract to CQ Roll Call Inc., on a sole source basis. The services provided by CQ Roll Call Inc. are in support of the Defense Nuclear facilities Safety Board Office of Executive Director.
The authority permitting this sole source acquisition without full and open competition is prescribed by FAR 13.106-1(b)(1), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization. An approved Justification and Approval (J&A) authorizing this procurement will be posted in accordance with FAR 13.105(c). The Defense Nuclear Facilities Safety Board (DNFSB) requires subscription services from CQ Roll Call Inc for the Congressional Quarterly (CQ) Roll Call to support its Congressional liaison function. Access to appropriation and authorization information provided by CQ Data Call is essential for this purpose. DNFSB needs five licenses for the Congressional Quarterly (CQ) Roll Call subscription services, along with ongoing maintenance and technical support. This subscription service is vital for enhancing DNFSB-s operational effectiveness. Its significance cannot be overstated, as it directly affects our ability to make informed decisions and successfully carry out our mission.
A solicitation package will not be posted publicly and requests for copies of the solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement in the future would be in the best interest of the Government. All responses received by 9:00 AM (Eastern Time) on March 14, 2025, will be considered. ...
