Sources Sought Notice for the Naval Surface Warfare Center Philadelphia Division (NSWCPD)
Subject: Fuel Oil Quality Management Testing Support Services
Scope: The NSWCPD anticipates a requirement to provide Fuel Oil Quality Management (FOQM) Testing Support Services in accordance with the attached DRAFT Statement of Work (SOW) and related attachments. The required services shall be performed at the contractor-s facility.

Contract Type: The requirement is anticipated to be solicited as an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price (FFP) contract.
Ordering Period/ Period of Performance (PoP): The anticipated requirement is expected to include a thirty-six (36) month ordering period. It is anticipated that the Request for Proposal (RFP) will be issued in February 2026.

(1) A complete description of the offeror-s capabilities (including technical, program management, etc.) related experience, facilities, techniques, the size of the staff needed to complete the tasking in the SOW, or unique combination of factors that would directly relate to the Government-s objectives as stated in the attached SOW.
(2) The qualifications, capabilities, and experiences of Contractor employees, who would be available to support this effort.
