SINGLE SOURCE SPECIAL NOTICE
This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 - Synopses of Proposed Contract Actions U.S. Army Corps of Engineers - Omaha District, intends to issue a Firm-Fixed Price contract to Systems Analysis & Integration Inc., 2200 N. Glassell St, Orange, CA 92865-2702. The purpose of this acquisition is to provide hardware and software support for the PPCS system to include the PLCs at all projects and Omaha. After thorough testing, the contractor shall provide updates, patches, and technical support for the PostgreSQL and onsite software at a minimum quarterly frequency and/or as needed. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) Soliciting from a single source (1) for purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 541512, Computer System Design Services. The Small Business Size Standard is $30,000,000.00. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.
Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. If no affirmative written responses are received by 2pm CDT on 09 May 2025, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the government not to compete this proposed requirement is solely within the discretion of the government.
