INSTRUCTIONS TO OFFERORS
This is a non-personal services contract for the Ohio Army National Guard. The contractor will provide postage and weight services throughout Ohio. See PWS for specific requirements.
This acquisition will result in a Firm-Fixed-Price contract. Multiple awards will not be offered. The contract will be based on NAICS code 491110.
The Contractor must be registered with the System for Award Management (SAM) to receive an award. The Contractor must not appear on the Excluded Parties List System (EPLS) and must otherwise be eligible to receive award of a contract.
Questions must be submitted no later than 12:00PM Wednesday, September 17, 2025, to the Contract Specialist, at claudia.j.tenaglia.civ@army.mil. No A.I.-generated questions accepted.
QUOTE SUBMISSION: Quotes are to be submitted no later than 12:00PM Friday, September 19, 2025 via email to the Contract Specialist at claudia.j.tenaglia.civ@army.mil
EVALUATION CRITERIA
Award will be made in accordance with Federal Acquisition Regulation (FAR) Parts 12.602 and FAR 13.106-1. The following factors will be used for evaluation: Factor 1 - Technical Acceptability, Factor 2 - Past Performance, and Factor 3 - Price. Technical and Past performance are equal to price.
2.2.1 Factor 1 - Technical Acceptability: The offeror must indicate that it can meet the
specific requirements outlined in the Performance Work Statement (PWS). Evaluation
will be made based upon the offerors proposed realistic and executable solutions that demonstrate an understanding of the PWS.
