- ADDENDUM 1 7.28.2025: The solicitation due date and time has been extended to August 14, 2025, at 2:00 PM CT. RFP questions and answers will be posted in a future addendum. PURPOSE: The purpose of this Request for Proposal (RFP) solicitation is to establish a contract(s) with a Contractor to provide operation and maintenance of closed sanitary landfills for Minnesota Pollution Control Agency (MPCA), on an as needed basis. There are presently 112 landfills maintained by the MPCA Closed Landfill Program (CLP) located throughout the State of Minnesota. See Exhibit C: Specifications, Duties, and Scope of Work attached in the Sample Contract and Exhibits document attached to this solicitation.
