• The Town of North Attleborough, Massachusetts is seeking proposals from qualified vendors to provide a cloud-based, fully integrated Human Resources and Payroll Management System. The solution must support real-time and batch processing, rules-based automation, and flexible workflows triggered by events, dates, or user-defined logic. The system should offer modules for payroll, time and attendance, benefits administration (including COBRA and retirement), compensation management, position control, applicant tracking, off-time accruals, and organizational charting. Key HR functions such as EEO/AA tracking, FMLA compliance, employee education and certification tracking, and drug testing history must also be included.Security and auditability are critical. The software must provide user-defined security down to the field level (or at least module/screen level), a 10-year data retention policy (with 5 years current and 5 years of historical payroll rules), and a real-time audit trail. The system must be ODBC-compliant, support ACH deductions, allow for complex wage calculations, and offer flexible deduction rules based on effective dates. Features must also include trial payroll runs, salary planning and analysis tools, support for executive benefits, and override capabilities at the employee or pay group level. A built-in report writer and a library of reports (including Workers Comp, Affirmative Action, Training, and Leave tracking) are essential.Vendors must provide company and contact information, financial background, regional staffing data (including presence in Massachusetts), and a list of current municipal or government clients with references. The solution must be SaaS-based, open-architecture, and compatible with modern internet browsers. Turnkey implementation services are required. Proposals should include product documentation, security protocols, system architecture, and demo access if available.
