NOTICE OF INTENT to Sole Source Requirement for Exciter Digital Front End Upgrade at Parker Dam Ref. Sol. No. 140R3025R0012This solicitation is being advertised as a noncompetitive sole source solicitation as provided under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Bureau of Reclamation, Interior Region 8: Lower Colorado Basin, Lower Colorado Dams Office (LCDO), Parker Dam, has a requirement to provide the retrofit of the current Basler ECS-2100 voltage regulators with current Basler DECS-2100 voltage regulators conversion kit. Vendor shall provide a turnkey installation to include all labor, parts, equipment to install, commission, and train personnel on the four 30MW hydrogenating units at Parker Dam.The only company known to be able to perform these services for the LCDO is Basler Services LLC. The NAICS for this action is 238210, Electrical Contractors and Other Wiring Installation Contractors, which has a small business size standard of $19.0 million.Award is anticipated in July 2025, with installation being conducted between October through February with the FY26 Maintenance Schedule. The resulting contract is planned to be a Firm-Fixed Price Purchase Order.All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. All documents submitted must contain an explanation and evidence as to how your company would be able to perform these services in the specified location. Submissions are due by Thursday, May 22, 2025 at 4:00 PM MT. The purchase order award information and the Justification and Approval for using noncompetitive procedures will be posted on the Government Point of Entry website (SAM.gov).
