Notice of IntentThis is a notice of intent to solicit from a single source.The U.S. Geological Survey (USGS) intends to negotiate a purchase order with BSA Environmental Services Inc (UEI: LR7GEJCT2U96) for Phytoplankton Microscopic Identification and Enumeration Services as described in the attached Performance-Based Work Statement (PBWS).Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), and procedures under FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. BSA Environmental Services Inc is, to the best of the Governments knowledge, the only vendor with the recent and long-term experience required for taxonomic identification and enumeration of phytoplankton species in the Sacramento San Joaquin River Delta and San Francisco Bay (Bay-Delta). Their continued use ensures inter-comparability of data with cooperating agencies, including the California Department of Water Resources and Department of Fish and Wildlife. Use of a different laboratory would compromise consistency and scientific integrity across agencies.Market research included consultations with academic and federal experts, and a sources sought notice (140G0325Q0097) posted to SAM.gov from 04/28/25 to 05/05/25. No responses were received.The purpose of this notice is to satisfy the posting requirements of FAR Subpart 5.2. This notice is not a request for competitive quotes. However, all responsible sources may submit a capability statement by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued.
