The U.S. Army Corps of Engineers, Honolulu District is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLA) on the following large scale construction project (exceeding $35 million) within the State of Hawaii:
FY25 MCA PN76898 Aircraft Maintenance Hangar, Wheeler Army Airfield, Oahu, Hawaii
Project Description: The purpose of this design-bid-build project is to construct a medium standard design Aircraft Maintenance Hangar at Wheeler Army Airfield (WAAF), Oahu, Hawaii. The project is designed to current National Fire Protection Association (NFPA), International Building Code (IBC), and National Electric Code (NEC) codes as well as applicable Unified Facilities Criteria (UFC) and the Army Standard Design for an aircraft maintenance hangar.
Project includes an aircraft hangar; associated maintenance shops; shop administration area; maintenance support area; Tech Supply and Parts Storage; Aviation Life Support Equipment (ALSE) shop; Maintenance Company Headquarters; a hazardous material storage building; Petroleum, Oils, and Lubricants (POL) Storage building; Ground Support Equipment (GSE) covered storage; Associated Support Items of Equipment (ASIOE) covered storage; hangar access apron; aircraft washing apron; cyber security; information systems; fire protection and alarm systems; Closed Circuit Television (CCTV); Intrusion Detection System (IDS) installation; and Energy Monitoring Control Systems (EMCS) connection. The requirement includes supporting facilities such as site development, utilities and connections, lighting, paving, parking, walks, curbs and gutters, storm drainage, landscaping and signage.
