Description: The Corps of Engineers Louisville District is soliciting comments from the construction community addressing the potential use of Project Labor Agreements (PLAs) from large scale construction projects (exceeding $35 million) for projects consisting of interior and exterior modernization, renovation, and repair of existing residential/commercial construction projects.
The proposed project is to construct a standard design barracks to accommodate 260 unaccompanied enlisted personnel. Primary facilities include living and sleeping quarters, baths, storage, service areas, building, information systems, fire protection and alarm systems, antiterrorism measures, intrusion detection system (EDS), installation and Energy Monitoring Control Systems (ECMS) connection. Supporting facilities include site development, utilities and utility connections, exterior lighting, paving, sidewalks, curbs and gutters, storm drainage, landscaping and signage. Heating and air conditioning will be provided by self-contained system for each living quarters unit along with a central system for common areas. Post construction award services (PCAS) will be provided. Utility connections are required to a privatized electric distribution, natural gas, water, and wastewater systems. Measures in accordance with the Department of Defense (DoD). Minimum antiterrorism for buildings standards will be provided. Building furnishings related interior design services are required. Access for individuals with disabilities will be provided. Cyber security measures will be incorporated into this project. Sustainability/energy measures will be provided. Facilities will be designed to a minimum life of 40 years in accordance with DoD-s UFC 1-200-02 including energy efficiencies, building envelope and integrated building systems performance.
