REVISED 21 March 2025:This revised synopsis serves to formally inform industry of a scope change and subsequent renaming of the Wide Area Networks (WAN) Multiple Award Contract (MAC) to the Automated Digital Network System (ADNS) MAC. Due to a shift in Naval priorities, the aforementioned WAN MAC has been rescoped to only include ADNS requirements. As a result, Enterprise Pier Connectivity Architecture (EPCA) will no longer be included within the scope of the intended solicitation.All future correspondence and documentation shall refer to this solicitation as the "ADNS MAC".This revised synopsis serves to meet the requirement of FAR 5.201. The Naval Information Warfare Systems Command (NAVWAR), in support of the Program Executive Office for Command Control, Communications and Computers (PEO C4I) Program Manager, Warfare (PMW) 160, Tactical Networks, intends to issue a Full and Open competitive Request for Proposal (RFP) N0003925R9510 for the ADNS MAC procurement. The RFP will be released in Q3FY25, with a contract award estimated for the Q1FY26 timeframe. ADNS is a Navy Program of Record (POR) that adapts a variety of Commercial-Off-the-Shelf (COTS) and Government Off-the-Shelf (GOTS) hardware and software. Due to configuration and technical upgrades, ADNS is fielded in differing variants for Surface, Ship, Submarines, Aircraft, and Naval Shore stations. Communication as a Service (CaaS), a software-defined routing capability that is integrated under the ADNS POR, will be delivered via a Minimum Viable Product (MVP) hardware set that includes a server, switch, and router. Beginning in 2029, CaaS versions will be software only, containerized and hosted on ADNS. The ADNS MAC will be conducted under full and open competition. The Government anticipates issuing an Indefinite Delivery Indefinite Quantity (IDIQ) MAC with an eight (8) year ordering period.
