1. INTRODUCTION: This is a Pre-Solicitation Notice for Project Number 568A4-24-210 that requires Architect and/or Engineering (A-E) Design Services to Renovate TR Houses located at Hot Springs, South Dakota and Pine Ridge, South Dakota. THIS ANNOUNCEMENT IS NOT A REQUEST FOR PRICE PROPOSAL. NO SOLICITATION PACKAGE WILL BE ISSUED UNTIL AFTER AN EVALUATION HAS BEEN MADE ON THE SUBMITTED SF 330s. The contemplated A-E Services that are anticipated to be awarded will be procured in accordance with the Selection of Architects and Engineers Act (Public Law 92- 582), Federal Acquisition Regulation Part 36.6, and VA Acquisition Manual 836.6. 2. DESCRIPTION: The Hot Springs/Pine Ridge Health Care System is seeking a professional A-E firm to provide all A-E design services required for the design and delivery of plans, specifications, cost estimates, related studies, and all associated engineering services for the renovation of transitional residence housing at locations of Hot Springs, South Dakota and Pine Ridge, South Dakota This project will renovate Building 29 and the TR House in Pine Ridge which need renovation to correct deficiencies and modernize the living areas. The TR house in Pine Ridge has not had any renovation since the building was constructed in 2003. The TR House building in Hot Springs was constructed in 1920 and has not been renovated since 2004. 3. FINAL CONSTRUCTION: Drawings for Bid (Sealed by A-E) including cost estimates, specifications, and calculations, shall be completed within 182 calendar days after issuance of the Notice to Proceed. The A-E schedule shall allow for VA review period ending with A-E receipt of VA comments for each submission no later than seven (7) business days after VA receives the submission. The A-E work shall include, but is not limited to: (a) Site Investigations necessary to determine the existing conditions at the site of work.
