Please note this solicitation is not ready to be issued as of this date. The Embassy of the United States in Ankara, Türkiye will publicize the solicitation on SAM,gov website when it is available.
The U.S. Embassy in Ankara requires nationwide cellular voice and data services to support the diplomatic and administrative operations of the U.S. Mission throughout Türkiye. The required services include, but are not limited to:
• Minimum 90% local network coverage across Türkiye, with a focus on urban areas and main transportation routes;• 24-hour international connectivity with the United States, Europe, and other global destinations;• Comprehensive roaming packages—particularly within Europe and the United States—featuring coverage maps, partner networks, and transparent pricing adjustments when applicable;• Reliable mobile internet access for smartphones and other devices via the contractor-s network infrastructure;• Continuous SMS and voicemail service availability in both English and Turkish;• Monthly itemized billing detailing each call by number, including the date, time, duration, and cost;• Around-the-clock customer support, proactive issue resolution, technical assistance, and timely communication regarding any network disruptions.
All responsible sources may submit an offer, which will be considered. Please be aware that the response date in this synopsis is not final; see the RFQ for the actual deadline.
The Government intends to award the contract based on a comparative evaluation to the offeror that is competitive, technically acceptable, and determined to be responsible. Award may be made based on initial offers without discussions.
