    This is a PRE-SOLICITATION SYNOPSIS; it is not a solicitation announcement; thus, this synopsis neither solicits for proposals nor bids and no contract will be awarded based on this synopsis. The purpose of this synopsis is to alert the public that the Maritime Administration (MARAD), which is an agency of the United States Department of Transportation, intends to procure layberthing services for an exclusive use long-term safe layberth for three Ro/Ro vessels. The geographic area of consideration for this solicitation is for the three vessels is on the East, Gulf and/or West Coast. Potential layberth locations are inclusive of navigable waterways that can support the safe berthing and navigation of the size vessel identified. For potential sources located on inland waterways the distance to open waters must not exceed 150 miles. The primary bid for the solicitation will be one base year and 4 option years with an alternative bid for a base year and nine option years.

    The solicitation, which will be used for this procurement will be an Invitation for Bids (IFB) and will be issued by December 2024; the IFB number will be: 693JF725B000001. The bid-opening date will be specified in the IFB. In addition, MARAD will utilize a Firm Fixed Price Contract for the above-mentioned procurement. Award will be based on lowest price and date of facility availability. The period of performance of the ensuing contract will be: one 12-month Base Period and four 12-month Option Periods or one 12-month Base Period and nine 12-month Option Periods. The appropriate NAICS code for this procurement is 488390.
