Vendors shall not submit offers until, and unless, the solicitation is posted on the Governmentwide Point-of-Entry (GPE) at https://sam.gov and https://www.fedconnect.net/. This announcement shall NOT be construed as a commitment by Department of Energy (DOE) / National Nuclear Security Administration (NNSA) to award a contract. DOE/NNSA reserves the right to use any and all information submitted by, or obtained from, an interested party in any manner DOE/NNSA determines is appropriate, including, but not limited to, the creation of a solicitation.Description:The U.S. Department of Energy (DOE)/National Nuclear Security Administration (NNSA) Office of Secure Transportation (OST) (NA-15) has a requirement for medical services to support the OST Human Reliability Program (HRP). The HRP is a systematic safety and security reliability program designed to ensure individuals who occupy positions affording access to nuclear materials/components meet the highest standards of reliability and physical and mental suitability. The HRP establishes criteria to ensure that over 400 Federal Agents, applicants, and designated staff, who are being evaluated for program participation; do not have emotional, mental, physical incapacities, conditions or circumstances that may be of a security or safety concern which could result in unauthorized access or cause damage to national security.
