- 20 November 2025 - Pre-Solicitation Synopsis
The Naval Sea Systems Command (NAVSEA) intends to issue a solicitation to modify the previously awarded contract N00024-22-C-5520, held by Northrop Grumman Systems Corporation (NGSC), 150-B W. Nursery Road, Linthicum Heights, MD 21090-2202, on a sole source basis to provide additional FY26-27 SEWIP Block 3 Design Engineering Support. The anticipated Request for Proposal (RFP) will be for 240,000 hours to be added to previously awarded Cost-Plus-Fixed-Fee Level-of-Effort and Cost Only contract line items. The proposed contract action will not extend the current N00024-22-C-5520 Period of Performance.
The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a)(2)(ii). Parties interested in subcontracting opportunities should contact NGSC directly. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. However, all responses received within 15 days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.
