PROPOSED SOLE SOURCE CONTRACT ACTION: The Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C. 2304(c)(1) and FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirement.
The O_HL/PZABA, Hill AFB Utah, intends to solicit, negotiate, and award a one-time, sole-source, firm-fixed-price contract for T-38 Wingtips for the T-38 Aircraft (NSN: 1560015272195XE and NSN: 1560015272194XE) to the OEM/Design Authority and the only qualified manufacturer listed on the Qualified Manufacturer List (QML): Northrup Grumman Corporation Systems Corporation (79U29); Adress: 1412 Legend Hills Dr. Ste 210, Clearfield, UT 84015, United States. The government reserves the right to not make an award at all.
The Government does not own the technical data to these parts. The technical data is owned by Northrup Grumman Corp. All interested parties may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The attached documents constitute all the detailed item information available to interested parties.
This Pre-Solicitation is notice for a Sole Source Solicitation, which will be issued in March or soon thereafter. The entire solicitation (FA8212-25-R-0004) and any/all attachments will be made available only on the SAM.gov website. All current and future information about this acquisition, i.e. solicitation, amendments, purchase specifications, and Q&A's will be distributed through SAM.gov. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation. One or more of the items under this acquisition is subject to Free Trade Agreements. IAW DAFMAN 16-201, there are no restricts on foreign participation.
