• ​In response to recovery efforts following Hurricanes Maria and Irma, and earthquake events, the U.S. Department of Housing and Urban Development (HUD) allocated funds to the Government of Puerto Rico under the Community Development Block Grant Program for Disaster Recovery (CDBG-DR or CDBG-DR Program) and the Community Development Block Grant for Mitigation (CDBG-MIT) Program to address the long-term disaster recovery. The Puerto Rico Department of Housing (Vivienda) was designated by the Government of Puerto Rico as administrator of this allocation. These funds will be used for activities that increase the disaster resilience and reduce or eliminate the long-term risk of loss of life, injury, damage and loss of property, and suffering and hardship, by reducing the impact of future disasters.Vivienda is issuing this requirement proposals (RFP) for Program Manager Services for the City Revitalization Program under CDBG-DR and the action plan, as amended, as well as subsequent funding awards. The RFP process is designed to promote fair and open competition while seeking a cost-competitive option. The RFP package must be downloaded from the CDBG-DR Program e-procurement website www.cdbg-dr.pr.gov, where it will be redirected to the Agiloft platform. The bids will be received electronically through the Agiloft platform of the CDBG-DR Housing Department. Responses to this request should be prepared according to the instructions provided in the RFP package. Dwelling will evaluate the Proposal as described in the RFP and in accordance with applicable federal and local laws and regulations, including but not limited to HUD requirements.
