Description
The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) Contract with GE Aviation Systems LLC, doing business as Dowty Propellers, 114 Powers Court, Sterling, VA 20166. The anticipated ordering period for this contract is five years. The estimated contract award is in FY26.
Federal Acquisition Regulations (FAR) Part 12 provisions will be used for this procurement. This follow-on procurement is for the effort associated with Propeller Reliability and Logistics Sustainment (PEARLS) services effort which includes Logistics Services to include Propeller Tracking, Field Service Support, O-Level Maintainer Support, Software Support, Technical Publication Support, Engineering Support, R391 Propeller Overhauls, Propeller Blade Reliability Improvements, Spare Component Procurements, and Consumable and Repairable replenishment for propeller components.
A sole source acquisition will be procured under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” GE Aviation Systems LLC, doing business as Dowty Propellers, is the sole designer, developer, and manufacturer of the R-391 Propeller System and is the only known firm with the necessary technical data, knowledge, equipment, facilities, and experience with the subject propeller system to provide the required supplies and services within the required timeframe for this effort.
This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
