NOTICE OF INTENT TO SOLE SOURCE REQUREMENT TO PURCHASE OF TURBINE RUNNER FOR UNIT A9 AT HOOVER DAM - SOLICITATOIN NO. 140R3025R0023The Bureau of Reclamation (BOR), Lower Colorado Basin, Hoover Dam, located in Boulder City, NV is issuing this Notice of Intent (NOI) to inform industry contractors of the Government¿s intent to execute a Sole Source Award under FAR Part 15 ¿ Contracting by NegotiationThe intended Contractor is GE Verona Operations LLC, 1 Research Cir #5A17A Bldg K-1, Schenectady, NY 12309-1027.The BOR has a need to procure a new hydroelectric turbine for Hoover Dam. The new turbine purchased with this action will be a new Francis turbine. The complete scope of work for the entire project includes developing a digital foundry framework of software tools, creating design guidelines for the mold fabrication and casting process of the Francis runner sectors, developing automated welding processes for joining the cast runner sectors, establishing a qualification and certification process for the completed runner, building and testing a scale model of the runner, delivery of a new runner and evaluations of the mechanical behavior and hydraulic performance of the runner during field demonstration; and workforce development and techno-economic analysis (TEA) to ensure the technology is brought to scale with properly trained labor. The period of performance is 1,510 days and divided into two phases. The first phase includes the design, manufacturing and delivery of the turbine (717 days). The second phase is GE Verona¿s evaluation of performance and inspection after the unit has been in service for at least one year. This contract will specifically include the design, testing, manufacturing and field testing of the new turbine, classified as a wide head turbine, operating efficiently at lower Lake Mead elevations and help mitigate the negative impacts of the drought.
