The World Bank seeks to engage a vendor (consultingfirm, research institution or equivalent) to conduct a study that examineshiring practices in Ukraine from the perspective of employers and persons withdisabilities and veterans, with a specific focus on their inclusion, and theformulation of practical and actionable recommendations for policyinterventions. The findings report will aim at supporting the SES in tailoringits programs and services for employers, with the ultimate goal of increasingemployment opportunities for these target groups. Scope of work and deliverablesexpectedThe vendor will carry out atargeted qualitative study to identify key barriers and enabling factors thataffect the implementation of inclusive hiring practices for persons withdisabilities and veterans in Ukraine and their productivity in the workplace. Thestudy will have as main sources of information (i) a desk review of existingpolicies and strategies around the disability inclusion in workplace and the relevantprovisions related to veterans, and (ii) qualitative information from aqualitative research, that will explore stakeholders- experiences, perceptions,and practices related to the employment of persons with disabilities andveterans throughout the recruitment and employment cycle. For employers, topicswill include approaches to recruitment and hiring, workplace inclusion, the useof support measures or accommodations, internal practices and attitudes, aswell as their feedback on labor regulations and government- employment supportprograms targeted at persons with disabilities and veterans. Interviewees willbe invited to reflect on motivations and barriers to inclusive employment,challenges encountered, and how these were addressed. The discussions will alsocover institutional policies, available support mechanisms, collaboration withSES or other actors, and overall incentives or disincentives influencing hiringdecisions.
