Sources Sought NoticeLandscape Program Manager and InstructorThe Naval Consolidated Brig Miramar (NCBM) is a Level II and III facility that has continuing requirements to provide technical training, certifications and apprenticeships to prisoners while in confinement. Per the American Correctional Association (ACA) requirement, correctional facility-s vocational education programs must be relevant to the vocational needs of prisoners and to employment opportunities in the community (5-ACI-7B-03)..NCBM utilizes community resources in developing vocational education programs for its prisoners in accordance with 5-ACI-7B-04. NCBM works in conjunction with the Department of Labor (DOL) to provide several apprenticeship program opportunities to the prisoner population; several of which do not have permanent personnel regularly assigned.For this effort, the contractor shall provide a journeyman or master level subject matter expert (SME) to assist NCBM in ensuring the landscape program continues routine management operations and provides all required learning for the DOL Landscape apprenticeship with the approximate period of performance 01 April 2025 to 30 March 2026.The North American Industry Classification System (NAICS) Code is 541614 and the Small Business Size Standard is $20M.The DRAFT Statement of Requirement (SOR) is attached. The purpose of this Sources Sought Notice is to locate and identify qualified sources, and determine if competition in the marketplace exists.
