Request for Information - Strategies for Contracting and Facility Operations
The U.S Army Contracting Command - Rock Island (ACC-RI), in support of the U.S. Army Joint Munitions Command (JMC) located at Rock Island Arsenal, IL and the Project Lead for Joint Services (PL JS) located at Picatinny Arsenal, NJ, are currently evaluating various contract strategy options for the Radford Army Ammunition Plant (RFAAP) Performance Work Statements (PWS) for facility maintenance and operations. This evaluation includes, but is not limited to, the following areas:
Environmental Management Fire Protection and Emergency Services Government Property in Possession of Contractor Occupational Health and Safety Installation Security and Antiterrorism Measures Facility Maintenance General Facility Maintenance Production Line Maintenance Safety Operations Management Energy and Utility Service Management Purchased Natural Gas and Electricity Facility Operations and Production Reporting Cybersecurity Program Management
The U.S. Government (USG) seeks strategies to ensure the long-term viability and affordability of both propellant and overall capability retention while meeting the procurement objectives. In particular, the focus is on identifying methods to mitigate the risk under fluctuating DoD demand scenarios, incentivize operational efficiencies, and enable the pursuit of non-DoD workloads.
The USG is interested in receiving information and proposed strategies that address the following objectives:
