This Notice of Intent serves as the pre-award synopsis required under FAR 13.105. This sole source falls under the Authority of Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1) - for purchases not exceeding the simplified acquisition threshold, only one source reasonably available.

It is used by the DHA to monitor and optimize the performance of its software applications, which include EHRs, patient scheduling systems, and financial systems.
