  NOTICE OF INTENT TO AWARD SOLE SOURCE: Letterkenny Army Depot intends to issue a Sole Source service contract for Rail Switching Services located at Letterkenny Army Depot, (LEMC), Chambersburg PA to 6492-5841, to PENNSYLVANIA & SOUTHERN RAILWAY, LLC, Cage Code 8BSA9, UXHMBMRFK188; the sole owner of LEMC Rail and the only authorized contractor to provide this service for switching services. A Performance Work Statement will be provided with the solicitation. The period of performance of this contract will for one base year and four option years or 60 months. The 2023 North American Industrial Classification System (NAICS) code 488210, Support Activities for Rail Transportation, the size standard is $34,000,000.00 and the service code is V113 - Transportation/Travel/Relocation- Transportation: Rail Freight. This will be Freight On Board (FOB) destination to Letterkenny Army Depot. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of the Simplified Acquisition Procedures at 41 U.S.C. 1901, as implemented by Federal Acquisition Regulation Subpart 13.5. Solicitation number W911N2-25-R-0003 will be released on or about December 23, 2024. with a closing date on or about December 30, 2024. The annotated closing date for the solicitation is an estimated date and may be adjusted dependent upon the release of the solicitation. The solicitation will not close prior to the annotated closing date. All interested sources may submit a proposal, which shall be considered by this agency.
