Subject: Pre-Solicitation Notice - Invitation for Bids (IFB) Firm Fixed Price Construction Contract for Raised Curb at the intersection of Picatinny and Headquarters at White Sands Missile Range (WSMR), New Mexico.
The purpose of this memorandum is to issue a pre-solicitation notice for an Invitation for Bids (IFB) firm fixed price construction contract to address the need of a raised curb that will be placed to separate the right and left turn lanes. The median shall be backfilled with borrow and landscaping gravel, curb paint, pavement markings and solar powered traffic signs, at White Sands Missile Range (WSMR), New Mexico. This acquisition is 100% set aside for Small Business under NAICS 237310 (Size Standard $45 Million). The estimated procurement value ranges between $25,000 and $100,000. The contractor shall provide all plant, supervision, labor, materials, equipment, supplies, and transportation necessary to complete the scope of work. Comply with State, Local and Federal laws and regulations, industry and construction codes and standards, manufacturer-s specifications and recommendations, and all contract special provisions, terms and conditions. The Contractor shall be responsible for obtaining all required licenses and permits to perform construction work on a Federal installation and be properly bonded and insured in accordance with Federal Acquisition Regulation (FAR) requirements. All work under this contract will be performed within the confines of the WSMR Military Installation, at White Sands Missile Range, NM. The Wage Determination: General Decision Number: NM20250035 01/03/2025; Superseded General Decision Number: NM20240035; State: New Mexico; Construction Type: Highway; County: Dona Ana and San Juan County in New Mexico, will govern work under this contract.
