COMBINED SYNOPSIS/SOLICITATION - AMENDMENT 00002:AMENDEMENT IS ISSUED TO REMOVE THE SMALL BUSINESS SET-ASIDE AND OPEN THE SOLICITATION UNRESTRICTED TO ALL SOURCES.
