Synopsis - Notice of Intent to Sole Source

The U.S. Coast Guard intends to negotiate and award on a sole source basis a five-year IDIQ contract to American Telecom Solutions, LLC for (1) Red Box software updates, builds and support, (2) Telephone Support Services for Red Box Recorders, (3) Hardware Maintenance and Repair Support for Red Box Recorders, and (4) new Red Box Recorders.
Based on market research (including a sources sought notice), American Telecom Solutions, LLC is deemed to be the only responsible source capable of meeting these requirements. Sources Sought Notice (SSN) 70Z04423IC2PL2345 was posted on SAM.gov on May 2, 2023, and closed on May 15, 2023, with no responses.
The statutory authority permitting other than full and open competition is 41 U.S.C. 1901 implemented by FAR 13.501(a) Sole Source (including brand name) acquisitions.
This notice of intent is not a request for competitive proposals. A competitive solicitation package is not available. While the Government does not anticipate competition, all responsible sources may submit a capability statement and/or proposal, which shall be considered by the Government. Responses to this notice shall contain sufficient information to establish the interested party-s bona fide capabilities for fulfilling the requirements. Responses shall also reference the solicitation number in this notice and provide appropriate company information such as company name, address, SAM UEI, CAGE Code number, business size and point of contact information.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
