***THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION-S (NOAA) ACQUISITION & GRANTS OFFICE (AGO), WESTERN ACQUISITION DIVISION-BOULDER (WAD), OCEANIC & ATMOSPHERIC RESEARCH (OAR) NATIONAL SEVERE STORMS LAB (NSSL), INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH LEEMAN GEOPHYSICAL, LLC LOCATED IN GENTRY, ARKANSAS FOR INTERNAL ELECTRONICS OF THE BALLOON-BORNE ELECTRIC FIELD METERS (EFM) TO BE DELIVERED TO NORMAN, OK.
***THE SOLE SOURCE DETERMINATION IS BASED ON NOAA-S REQUIREMENT THAT LEEMAN GEOPHYSICAL, LLC IS THE ONLY VENDOR THAT MANUFACTURES AND DISTRIBUTES THE INTERNAL ELECTRONICS OF THE BALLOON-BORNE ELECTRIC FIELD METERS (EFM). THE REQUIRED SUPPLIES OR SERVICE MUST BE COMPATIBLE IN ALL ASPECTS (FORM, FIT, AND FUNCTION) WITH EXISTING SYSTEMS OR EQUIPMENT. THESE REDESIGNS COMPONENTS ARE REQUIRED FOR THE ELECTRIC FIELD METERS (EFM) THAT ARE CURRENTLY IN USE AND WERE PREVIOUSLY DESIGNED AND CONSTRUCTED BY LEEMAN GEOPHYSICAL, LLC. THIS DESIGN IS EXCLUSIVE TO THIS VENDOR. THERE IS NO OTHER SOURCE THAT CAN MODIFY OR PROVIDE THE EXISTING COMPONENTS. ANY OTHER ELECTRIC FIELD METERS (EFM) COMPONENTS WOULD NOT MEASURE THE ELECTRIC FIELDS WITHIN THE CUSTOM INSTRUMENT HOUSING THAT IT COULD BE READILY ADAPTED TO BE COMPATIBLE TO THE EXISTING SENSORS. THE DESIGN OF THE ELECTRIC FIELD METERS (EFM) AND INTERNAL COMPONENTS ARE EXCLUSIVE TO THE ORIGINAL MANUFACTURER. LEEMAN GEOPHYSICAL, LLC. IS THE SOLE MARKET PROVIDER OF THESE EFM SENSOR COMPONENTS AND HAS VERIFIED THEY ARE THE SOLE SOURCE.
DELIVERY WITHIN 120 DAYS FROM DATE OF AWARD.
