NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT Under the authority of FAR 6.302-1, the US Department of State, International Programs Division, intends to award a sole source Firm-Fixed Price contract to Refinitiv US, LLC Under the authority of 41 USC 3304 (a)(1) pursuant to FAR 6.302-1(a)(2), the product or services needed by the agency are available from only one responsible source and no other type of property or services will satisfy the needs of the agency. A determination by the Contracting Officer not to compete this proposed contract based upon responses to this Notice is solely within the discretion of the Government. The US Department of State Disbursing Operation Offices (USDO) have a requirement for Refinitiv currency purchasing software in order to maintain foreign currency to operate U.S. Embassies, Consulates and other USG offices overseas. Refinitiv's software platform allows for daily purchase of foreign currencies for the Department to disburse this currency for all its missions to operate locally. This is a notice of intent to purchase a sole source procurement under the authority of FAR 6.302-1. This will be a Firm-Fixed Price (FFP) contract utilizing Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisitions Procedures for a one-year period of performance to allow for additional market research to be conducted. It is anticipated (however subject to change) that an additional notice regarding this requirement will be made within the third quarter of fiscal Year 2025.
