Tender are invited for Notice of Transmission Organization Certificate Application The REGULATORY COMMISSION OF ALASKA (Commission) gives notice that on December 20, 2024, the Railbelt Transmission Organization (RTO), filed an application for a new Certificate of Public Convenience and Necessity (certificate). The RTO proposes to serve as the transmission organization for the Railbelt Region for the purposes set forth in Article 5A of Title 44, Chapter 83 of the Alaska Statutes, as it may be amended. Docket No. U-24-042 was opened to address this matter.In conjunction with its application, the RTO has filed requests for exemptions or waivers of statute, regulation, and Commission form APUC Form PU 101, the general application for a certificate. These requests include a request for exemption from the language in AS 42.05.221 that limits the granting of certificates to public utilities only, as well as any waiver that “the Commission may determine is necessary” of elements of AS 42.05.231, AS 42.05.241, or “any other statutory provisi...
