Tender are invited for Notice of Utility Tariff FilingThe REGULATORY COMMISSION OF ALASKA (Commission) gives notice that ENSTAR Natural Gas Company, LLC (ENSTAR) filed TA353-4, proposing to implement a Formula Rate Mechanism (FRM) for adjusting base rates on an annual basis. Under the proposed FRM methodology, ENSTAR will calculate a revenue requirement annually using actual historical data from the preceding calendar year (test year). Each FRM annual revision (FRMAR) will include schedules for test year normalized operating revenues and expenses, rate base, weighted cost of capital, and a normalized test year revenue requirement. Rate design and cost allocation factors will be consistent with those approved or accepted in ENSTAR-s most recently concluded general rate case. The FRMAR will be filed on or before April 15 of each year.This notice does not contain all requested revisions, and the Commission may approve a rate or classification, which varies from that proposed.
