  • PURPOSE: The purpose of this Request for Proposals (RFP) is to establish a Contract(s) that is specialized in the rehabilitation of railroad type bridges for DNR. Many of these bridges were inherited through the acquisition of abandoned railroad corridors and have been converted to, or are planned to be converted to state recreational trail use. The existing bridges in these corridors are typical railroad type bridges which are constructed of timber, concrete, steel, and masonry. These bridges require various levels of rehabilitation to restore, maintain, or initiate their use for the intended service. The Contractor(s) must be capable of providing the following services for rehabilitation of railroad type bridges: in-depth bridge inspections, rehabilitation plan development and design, develop rehabilitation plans certified by Engineer licensed in the State of Minnesota, and execute and perform authorized repair work. Based on the in-depth inspections, licensed Engineers must assess the condition of all structural elements and provide repair recommendations, itemized cost estimates, and estimated service life of the proposed repairs. The State will determine whether to authorize the recommended repairs under the contract. If the State authorizes repair work under the contract, the Contractor will be responsible for completing the repairs as outlined in the provided recommendations. PRICING: Responders must submit separate price schedule sheets if pricing is different for any of the listed regions. Identical pricing for multiple regions may be combined on the same price schedule sheet. Responders must provide a response for each unit item for Categories A, B, C, and D to be considered for an award. Responders are not required to provide pricing for all regions. SPECIFICATIONS: Scope of work, duties, and specifications are listed in Exhibit C, in the Sample Contract and Exhibits document. QUALIFICATIONS AND EXPERIENCE: Contractor should provide an outline of background and experience with examples of similar work done by the Responder. Provide documentation that the Responder meets the following requirements: a) The Contractor must have a minimum of 5 years- experience in the repair and rehabilitation of the concrete, steel, timber and masonry components of railroad type bridges. b) The Contractor has performed engineering services for a minimum of 5 years related to projects specifically involved with the rehabilitation of railroad type bridges. The engineering services must have been done by, or under the direct supervision of an engineer licensed in the State of Minnesota. c) The lead inspector(s) administering the β€œin-depth” inspections have a minimum of 3 years- experience in performing these types of inspections on railroad type bridges. d) The Contractor must have a formal safety program which includes the staff training to safely perform the services requested. The contractor must have at least one full time employee whose duties are to specifically implement and monitor the Contractor-s safety program. INSURANCE REQUIREMENTS: The project's insurance requirements are listed in Exhibit B, in the Sample Contract and Exhibits document attached to this solicitation. It is the Contractor's responsibility to review these requirements prior to submitting a response to this solicitation. QUESTIONS/CLARIFICATIONS: Any questions or clarifications in regard to the solicitation response will be made in writing to Mandy Flum, Buyer, via email to mandy.flum@state.mn.us by March 17, 2025, no later than 12:00 PM CT. If a Responder discovers any significant ambiguity, error, conflict, discrepancy, omission, or other deficiency in the RFP, they must immediately notify the Buyer in writing of such error and request modification or clarification of the document. Responders are not to contact anyone within any other State Agency regarding this solicitation. The State is not obligated to answer questions submitted after the questions/clarifications due date and time.
