This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, and incorporates provisions and clauses are those in effect through Federal Acquisition Circular 2025-05 (effective 08/07/2025). It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/browse/index/far. This solicitation is a Request for Quotations, numbered as 140P8325Q0058. The NAICS code is 238210, Electrical Contractors and Other Wiring Installation Contractors, with an associated small business size standard of $19M. This solicitation is for a service, is a 100% total small business set-aside, and will result in a firm fixed price contract to a single contractor determined to be responsive and responsible. The Government will consider past performance in determining responsibility. DESCRIPTION: National Park Service, Lassen Volcanic National Park (LAVO) has a requirement for the 1) removal of 214 roof mounted outdated solar panels, 2) supply of approximately half that quantity of newer technology solar panels capable of generating the equivalent, if not more energy for the immediate areas facilities, 3) installation of new panels and applicable componentry, and 4) export and responsible recycling of the 214 panels slated for removal in this solicitation. NOTE: This part only provides a brief summary of the project. Quoters shall refer to full details described in Attachment no. 3, Statement of Work.PRE-QUOTE SITE VISIT. An organized site visit is scheduled to occur on Wednesday, August 27, 2025 at 11am Pacific Daylight Time.
