The Program Contracting Activity Central (PCAC) on behalf of the Institute for Learning, Education and Development (ILEAD) intends to award a Firm-Fixed Price Purchase Order on a single source basis. This procurement is being conducted in accordance with FAR 13.106-1(b) soliciting competition; soliciting from a single source (including brand name), where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification using the format of FAR 6.303-2.
