The Naval Surface Warfare Center (NSWC), Crane Division, located in Crane, Indiana is issuing this RFI/Sources Sought announcement as part of market research for the procurement and sustainment of the Inertial Measurement Unit (IMU) and associated line items which are components which support the Raytheon family of Electro-optic/Infrared (EO/IR) Systems known as the Multispectral Targeting System (MTS).
The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, Northrop Grumman Systems Corporation (NGSC), 21240 Burbank Blvd., Woodland Hills, CA 91367 (CAGE: 06481), under the statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1(a)(2), only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess the technical rights and is soliciting on a sole source basis due to NGSC owning the technical data rights as the original equipment manufacturer (OEM) of the IMU, and therefore the only responsible source to complete the requirement.
All responsible sources may submit a capability statement or proposal which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this RFI/Sources Sought is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
