Purpose of RFI
This RFI is issued in accordance with DFARS PGI 206.302-1(d) to support market research and assess the availability of responsible sources capable of meeting the Government-s requirements for Cyanogen Chloride (CK) gas supply and delivery. Results may inform a potential Justification and Approval (J&A) for other than full and open competition under FAR 6.302-1.
This is not a solicitation for proposals and does not constitute a commitment to release a solicitation in the future. The Government is not obligated to contract for any supply as a result of this this notice.

Summary of Requirement
The Government requires delivery of up to 1,000 lbs. of cyanogen chloride (CK) gas, at ≥96% purity, in multiple shipments over a 60-month ordering period. The CK gas will be used to evaluate filter effectiveness.

Key Industry Capabilities Required
1. Production:
Produce CK gas at ≥96% purity, verified by Gas Chromatography-Mass Spectrometry (GC-MS) or Gas Chromatography-Thermal Conductivity Detector (GC-TCD). Analyze and report levels of ClCN, HCN, and CO₂ for every batch and/or lot.2. Stabilization: Prevent dangerous polymerization both in transit and at temperatures up to 122 °F (50 °C) through verified stabilization methods.
3. Cylinder-Level Documentation: Provide documentation for each cylinder that includes:
Certificate of purity with GC-MS or GC-TCD results Full chemical analysis (ClCN, HCN, CO₂) Type and amount of stabilizer used CK production date and cylinder fill date4. Leak Detection & Storage: Temporarily store filled cylinders for leak detection prior to shipment in a manner that prevents exposure to any leaked gas.
5. Transportation & Delivery: Safely deliver CK gas to military facilities in Maryland and Arkansas in compliance with all applicable federal and state hazardous material regulations.
