Description
1. Purpose
The Federal Bureau of Prisons (BOP) is issuing this Request for Information (RFI) to gather industry feedback, insights, and innovative ideas for expanding the use of home confinement as a form of community-based custody. Specifically, we seek cost-effective, scalable, and secure alternatives to traditional brick-and-mortar Residential Reentry Centers (RRCs) and Day Reporting Centers (DRCs) that can support eligible individuals placed on home confinement under statutory authority, including the First Step Act (FSA) and the Second Chance Act (SCA).
This RFI is part of ongoing market research and does not constitute a solicitation or a commitment by the Government to issue a future solicitation.
2. Background
The BOP is committed to ensuring safe and effective reentry services while addressing growing fiscal constraints. Historically, home confinement placements have been administered through RRC contractors, relying heavily on in-person supervision and facility-based services. As budgetary pressures increase and expectations for early community placement expand, the BOP is evaluating new methods of administering home confinement that may reduce infrastructure costs, improve flexibility, and better leverage community resources and technology.
Challenges currently faced include:
Rising RRC/DRC contractor costs Limited availability of providers in rural/geographically underserved areas Increased demand for pre-release custody placements Constraints on BOP-s ability to fund expansion through traditional means3. Information Requested
