Description:
Naval Surface Warfare Center (NSWC), Crane Division, Crane, IN intends to issue a basic ordering agreement (BOA) and associated job order(s) for the procurement of 30MM automatic guns in varying configurations, associated spare parts, special tools/equipment, and 30mm gun specific engineering services to NORTHROP GRUMMAN SYSTEMS CORPORATION (NGSC).
The Government intends to solicit and negotiate this BOA and associated job order(s) with only one source, NGSC (CAGE CODE: 8K4J7), under the authority of 10 U.S.C. 3204(a)(1) as implemented at FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. This action is being sole sourced because NGSC is the only known source which has the capability to produce the 30MM automatic chain-driven gun in the configurations needed. Specifications, plans, or drawings relating to the procurement described are not available and cannot be furnished by the Government. The detailed design of the 30MM automatic chain-driven gun remains proprietary to NGSC, making NGSC the only source for design related engineering support.
All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement or not.
