Synopsis
The Department of Navy is seeking information from industry stakeholders, including capital equipment manufacturers, semiconductor tool suppliers, and intellectual property licensors related to establishing a U.S. on-shore back end of line (BEOL) 300mm wafer production fabrication capability for Magnetoresistive Random Access Memory (MRAM) devices utilizing magnetic tunnel junction (MTJ) technology, with a focus on production foundry capabilities. This request for information (RFI) aims to support production of MRAM components to enhance national security applications, supply chain resilience, and defense system architectures. At a minimum, the envisioned U.S. on-shore MTJ fabrication capability shall meet the following requirements:
shall be available for Department of Defense (DoD) programs requiring Defense Federal Acquisition Regulation Supplement (DFARS) compliance; shall accommodate procuring activities with Defense Priorities & Allocation Systems (DPAS) priority ratings DO and DX; shall be compatible with a variety of front end of line (FEOL) CMOS technology platforms covering not just one node size but rather a range of node sizes; shall be capable of fabricating not just one MTJ design but different MTJ designs optimized for high endurance, high speed and/or high retention, targeting different end uses; shall be available for both standalone MRAM components as well as embedded MRAM macros; shall operate under an AS9100D Quality Management System Certification; shall operate under a Defense Logistics Agency (DLA) Qualified Manufacturing List (QML) flow; and shall be able to support an International Traffic in Arms Regulations (ITAR) compliant manu...
