- The New York City Department of Health and Mental Hygiene (“NYC Health Department”) is seeking proposals from analytical laboratories to provide environmental testing services. The primary testing anticipated for the contract(s) resulting from this RFP is Legionella in environmental samples collected during routine cooling tower inspections and during public health investigations. Contractor(s) would perform Legionella testing using culture and rapid quantitative Polymerase Chain Reaction (qPCR) methods for non-potable and potable water and swab samples. Contractor(s) may also be required to conduct secondary testing for microbiological, physical and chemical parameters from environmental samples, which may be from drinking water, non-potable water, recreational water, or other environmental sources. It is anticipated that the term of the contract(s) awarded from this RFP will be for up to six (6) years, from August 8, 2026, to July 31, 2032. There will be a Pre-Proposal Conference at 1:00 P.M. ET, on November 20, 2025, via teleconference. Attendance by proposers is optional but strongly recommended. To register for the teleconference, please RSVP for the conference by 2:00 P.M. ET on November 19, 2025 by completing the pre-proposal teleconference registration form, which can be downloaded in the Documents tab of the RFx in PASSPort, and emailing it to RFP@health.nyc.gov. Please state “Legionella Testing” in the subject line of the email. Proposers who submit an RSVP will be provided an invitation via email to attend the teleconference. All questions must be submitted in writing to the Authorized Agency Contact person at RFP@health.nyc.gov. Questions submitted by November 14, 2025 will be addressed at the pre-proposal teleconference. Answers to all questions received by the question deadline of November 25, 2025 will be provided in an addendum released through PASSPort.
