- This is a sheltered procurement pursuant to Section 33.1-11 of the Norfolk City Code. Proposals will only be accepted from firms certified as small, woman, and minority-owned business entities by the Virginia Department of Small Business and Supplier Diversity. Please include your certification number with your response.The City of Norfolk (hereafter referred to as “City”) is soliciting proposals from qualified firms/contractors interested in providing Construction Management (CM) services for the St. Pauls Blue/Greenway Park Project. The CM will work closely with the Department of Public Works and the projects design team to perform pre-construction and construction administration tasks necessary for the park construction and acceptance.
