- The Puerto Rico Public Housing Administration (PRPHA) seeks Statement of Proposals ("SOP") from qualified individuals and/or legal entities, hereinafter referred to as the "Respondent", to provide MANAGEMENT AGENT SERVICES for the public housing projects. The PRPHA is one of the nation largest public housing authorities, which owns and operates approximately 52,629 dwelling units and other non-dwelling structures throughout the Commonwealth of Puerto Rico. It operates and manages its housing developments to provide decent, safe, sanitary and affordable housing to low-income families, and implements various programs designed and funded by United States Department of Housing and Urban Development (HUD). Each Respondent selected for award will provide comprehensive Management Agent services for one or more of the Areas outlined in Attachment 2 to this Request for Proposals (RFP). The Request for Proposals process is designed to promote fair and open competition while seeking a cost competitive approach. The PRPHA will select the Best Value Offer(s), price and other factors considered, including technical merit as determined by the Offeror's response.
