• The State Energy Conservation Office (“SECO”)of the Texas Comptroller of Public Accounts (“Comptroller”) issues this Requestfor Proposals No. 240d (the “RFP”) to invite proposals from qualified,independent Professional Engineering services firms with licensed engineerslocated in the state of Texas to provide professional energy engineeringservices to SECO-s Local Governments Energy Program.Potential respondents should specialize inconducting and preparing energy assessment reports and should have extensiveknowledge and working experience with schools and local governments regardingenergy management activities, public facilities and infrastructure, and relatedenergy, water and resource management activities.Respondents shouldalso have an extensive understanding of energy conservation audits,assessments, and conservation projects in the public sector.
