- Summary : Pursuant to the Arizona Procurement Code, A.R.S. §41-2501 et seq., the State of Arizona Department of Transportation (Department, ADOT), has a requirement for a qualified consultant (the Contractor) to create new, risk based revenue forecasting models for the Arizona Highway User Revenue Fund (HURF) and the Maricopa County Transportation Excise Tax (Excise Tax), whose collections are deposited into the Regional Area Road Fund (RARF) and the Public Transportation Fund (PTF). These models could be comprised of multiple equations that will be re-specified and re-estimated by the Contractor annually, along with facilitating a Risk Analysis Process (RAP) meeting to produce Highway User Revenue Fund and Maricopa County Transportation Excise Tax revenue forecasts for twenty-five fiscal years into the future by revenue category. The Contractor should also be able to accommodate other potential economic and financial research projects.
