REQUEST FOR PROPOSALS FOR CONSTRUCTION MANAGEMENT SERVICES Town of Berlin Highway & Public Works Garage From: The Town of Berlin, Attn: Ture Nelson and Wiemann Lamphere Architects, Attn: David Roy Date: June 4th, 2025 I. REQUEST FOR CONSTRUCTION MANAGEMENT PROPOSALS The Town of Berlin and Wiemann Lamphere Architects, Inc. are hereby seeking proposals of contractors for a Construction Management (CM) service as outlined in this Request for Proposals (RFP). The project site is located at 108 Shed Road Berlin, VT and is a proposed Highway Department and Public Works garage. The existing highway garage is located on the same lot and will remain in operation while construction of the new building takes place. The replacement structure will be an 9,000 SF single story steel structure with office and mezzanine above. The site is served by municipal water and sewer. The project is currently in the Schematic Design phase with the Town of Berlin. Permits are anticipated to be in hand by March 2026 The CM will take the Engineering Plans and secure contract vendors to successfully complete the project within the project construction schedule detailed below. One goal of this process is to utilize the CM-s knowledge of current market conditions to work with the design team and work force to optimize the design for cost, constructability, and product availability. Verification of the project design estimate and continued analysis of the project costs at each phase is an expectation of the CM. Berlin will be working procuring a loan from the municipal bond bank, based on a positive bond vote outcome on March 2026. A. Budget The preliminary project construction budget is $4.4 (M). This number does not include budget amounts for permitting, architectural and engineering fees and other associated soft costs. B.
